During a joint press conference with the Finnish President, Sauli Niinistö, at the Oval Office, US President Donald Trump was seen patting the Finnish leader's leg. The move seemed unexpected and inappropriate to some viewers, who interpreted Niinistö's reaction as a swat-like gesture, pushing Trump's hand away. The incident occurred after a reporter asked what the US could learn from Finland, which was ranked as the happiest country on Earth by the World Happiness Report for two years running. Trump praised Finland's happiness and patted Niinistö's knee, to which the Finnish president reacted with a glare and a raised hand.

 Twitter users expressed different opinions on the gesture, with some calling it disrespectful to Finnish culture, while others praised Niinistö for his move. Actor Robert DeNiro also weighed in, jokingly suggesting that the Finnish president was not interested in being Trump's friend. During the press conference, the American media mainly asked Trump questions about his impeachment inquiry and House Intelligence Committee Chair Adam Schiff.
